Strengthening Primary Health Care Through Structured Financing and Actionable Data — PERSOWN Connect at the 2026 ECSA-HC Ministers of Health Conference

Jacksonville, FL – February 19th, 2026 –At the 76th Annual Meeting of the East, Central and Southern Africa Health Community (ECSA-HC), PERSOWN Connect President Carey Officer and Dr. Deborah Maufi, MD, MPH (Tanzania Strategic Advisor), presented a scalable framework for strengthening primary healthcare systems across the region.

Addressing more than 350 Ministers of Health, Permanent Secretaries, and regional health leaders in Eswatini, the presentation focused on:

  • Equipping frontline health workers with AI-supported diagnostics and standardized clinical workflows
  • Connecting community-level care to national health information systems for real-time oversight and planning
  • Capturing trusted, decision-grade data at the point of care
  • Aligning service delivery with structured financing models that expand access without increasing the public wage bill

ECSA-HC, established in 1974, brings together member states including Kenya, Uganda, Tanzania, Rwanda, Malawi, Mauritius, Lesotho, Eswatini, Zambia, and Zimbabwe to harmonize health policy and strengthen regional collaboration.

This session highlights how public-private partnership, responsible capital, and frontline empowerment can transform primary healthcare delivery across East, Central, and Southern Africa.
